The German Major League has agreed to increase the bid volume for photovoltaic Off Grid System Solar power generation in 2022 from the planned 1.9GW to 6GW. Wind power generation will increase from 2.9 gigawatts to 4 gigawatts. In addition, the EEG (Renewable Energy Law) taxation will also be stabilized in 2023 and 2024, funded by the federal budget, which was previously agreed for 2021 and 2022. The German Federal Minister of Economics Peter Altmeier said that in 2023 and 2024, the maximum can reach 5 cents per kilowatt-hour.

The German Solar Energy Industry Association (BSW) welcomes the goal of increasing the number of photovoltaic expansions during this legislative period. However, the one-time increase of 4 gigawatts is too low. BSW calls for quadrupling the installed photovoltaic capacity by 2030 and amends the "Renewable Energy Law." Recently, the European Union reached an agreement on stricter climate targets, requiring Germany to increase its photovoltaic power generation capacity by about 10 GW each year.
The German Renewable Energy Federation (Bundesverband Erneuerbare Energie, BEE) also welcomed the alliance's agreement to increase bids for wind and solar energy. However, the organization stated that this does not replace the requirement in the Renewable Energy Law to quickly adjust the amount and path of renewable energy expansion in accordance with European climate protection goals before 2030. BEE emphasized that Germany needs to increase its photovoltaic installed capacity to 205GW and wind energy installed capacity to 95GW.

In addition, the current power market design issues are still unresolved. Although the cost of renewable energy power generation has fallen, the renewable energy surcharge is still rising. It is not enough to continue to limit EEG surcharges; the top priority is still to fundamentally adjust the current power market design and renewable energy, and solve the restructuring of taxes, levies and surcharges.
